    I want to take the Super Video CD image (still frame) and turn it into a 2 or 3 second video clip.

    Could somebody walk me through this or point me to a guide on how to do this with something like TMPGEnc or other free/shareware programs.

    TMPGEnc can load still images and encode a single GOP based on it. Then just merge that with itself a few times. Its worked for me.
