I took some footage in at 352x240 with wintv and also added still pictures and combined them with music. It looked reasonably good on a VCD, but the pictures lost some quality. When I put it on a SVCD at 480x480 or 720x480 the pictures looked distorted. They were set to maintain aspect ratio in premiere. What resolution should I set it to to get the best picture.
Also when viewing the VCD the pictures seemed fine, but in the SVCD some of the pictures seemed to switch.

Pictures have an aspect ratio of 1:1. It better to scale still pictures in a phot-editing program to whatever resolution you need rather than have premiere do it. You have to deal with interlacing issues in SVCD/DVD and that can cause twitch in certain sizes. VCD is progressive so it simply shows the same frame twice, hence no twitch.
