I took a few screen caps to show you how bad the cable is in this house. Here you can't really call the cable company because they only want you to have one cable outlet to one tv in the whole house, and if they see extra they cut all the wires and or extra phone lines (phone company: the prefer only one line per house also.) anyway here is the link to the pics .
please feel free to advise which filters and settings I should use to clean up the files. the pic named channel 3 is the worst, the rest are almost the same give or take a little bit more distortion. thanks http://f1.pg.briefcase.yahoo.com/bc/n1ck200281/lst?.dir=/screen+caps

why not unhook all the tvs except one .. then call cable company and complain about your crappy picture ?

    just a thought anyway ...

You mean they only want you to have what you are paying for?

If you try what's suggested above, you may find you no longer have crappy cable. :c) If you are splitting cable to run to various TVs, especially floors away from the source, chances are good it's degrading the signal.

Have you tried yet? As a test?
    There's no place like 127.0.0.1

You need a cable distribution amplifier. One of the things you pay for with buying extra outlets is that you will get a more powerful signal into your house depending on how many outlets you have. If you are just adding on splitters, then you are weakening the signal.

Get yourself a box like this. I used Radio Shack as an example, you can buy it elsewhere, but just make sure it is the new 'bi-directional' kind of amplifier so you avoid problems with things like cable internet and digital TV later on.

Find the location where the main splitter is and put this in its place. If possible try and have all the cable split from one point. If you don't use all the jacks get 'caps' for the unused jacks. (Radio Shack have these too) I would think you probably don't have more than 4 sets right?

A device like that will improve your reception *IF* you connect it BEFORE any other splitters. In other words the cable that comes in the house from the outside goes DIRECT to this box. Then you run lines from the box.

If you can't do that, then you can try adding a device like this to a single TV. However, in most cases a single device like this won't help much if you have a pile of splitters on the line. You need a distribution amplifier (above) put in PLACE of the splitters to fix this problem. Even if it means running new cable to one central point it will be worth it in the long run.
