I am currently assessing whether to buy Adobe Encore or Apple DVD Studio Pro, and while they both have strengths, I am favouring Encore given that I am a prodominently Windows house.
The one thing that I haven't sussed in Encore is how to put a button or a selectable subpicture over a video timeline. Is this even possible in Encore?

I don't think so unless those buttons are part of a menu and you've got a video behind it. Although I wonder if you couldn't just make a really long motion menu to achieve what you're talking about.
If you've got a G4 or better Mac than I'd actually say take DVDSP over Encore. Seems there's a lot more support for it and it comes from the makers of Maestro which was one of my favorite authoring apps. Encore has some issues it needs worked out, but is still a good app if you know what not to do to anger it. It also works very well with other Adobe apps, something not all authoring apps can do (useful if you're using Premiere, AfterEffects, Illustrator, and Photoshop).
