    is it possible to make a vcd or svcd that looks like tv.

    I think he's trying to say actual picture quality, ie; no blocks, motion blur, etc.

    Somebody else will have to get to you on the VCD part, but as far as I'm concerned SVCD created with CCE produces excellent quality. It may not be an ecaxt copy of DVD, but it still looks damn good. AND there's none of that blockiness in your oicture that I think you are actually referring to.

    I never really had bad cases of bad noise blocks when encoding in CCE. You need a high bitrate in order to reduce noise block. And you can also use filters to reduce noise like in TMPGEnc, using its Noise Reduction Filter.
