You must use a dvd authoring software that supports ac3, like
    tmpgenc dvd author
dvd-lab (my favorite dvd authoring when I need to make advanced menus)

I use TMPGEnc DVD Author for reauthoring my dvd's i made with my standalone, you can import .VOB's, .VRO's or .mpg & allows the ac3 to pass right through without re-encoding, and allows pretty much total control over menu creation, it also allows editing and track placment, chaptering, ect. and even has burning software so it pretty much will do everything in one package & has great finished results on top of being very easy to use.
