if i have a vcd mpg file with 48khz audio, can i use the skip re=sample step and have everything work fine.

With the new version it will just skip the step even if you didn't select the skip option.

Along with the SVCD2DVD 1.5 upgrade (5,367 KB), I was also allowed to download the following files:

SDEPatcher.zip (5 KB)
MagicLibrary.zip (140 KB)
AutoUpgrade.Lib.zip (9 KB)
SVCD2DVDMPG+.zip (675 KB)

What are they for? and where do I put them?

These are updates..

Just install SVCD2DVD 1.5 it will run auto update when you start the program. So you do need to download the updates manualy.
