Hi ,
I converted mpeg-1 file to SVCD using ADOBE MPEG ENCORDER 1.2
( Premiere 6.5 ). When playing on Windows media player it looks very
ugly because Width & Height not match. I think frame size or aspect ratio problem.
1. Why this happened ?
2. After burn to CD this persists..?
Please help me..

I've found that NTSC SVCD files look funny on my computer because the aspect ratio is square, however once I play the disk on my Standalone unit (or in PowerDVD) it looks fine.
If that's not the case, open Windows Media Player, click view and look at Video Size. Check 100% and nothing else (no Fit Video or Fit player). This will let you look at the MPEG file the way that it is supposed to be on a computer, but like I said above, 480x480 looks funny when you're used to seeing a video with a ratio like 4:3.

P.S. I'm also assuming that you are indeed talking about an SVCD. If that's the case than it should be MPEG-2 encoded, not MPEG-1. That shouldn't make any difference as far as how it looks when it's 480x480, but if you try to make the MPEG file in to an SVCD, you may have a problem.
