I'm able to split the Mpeg file into 3 files with TMPGEnc, but the created files don't have any sound ? Why does this happens?
Is there any other freeware tool that can split mpeg files?

Womble MPEG2VCR is pretty good and easy to use. You can also cut w/ bbMPEG (which is was I normally use as I encode my audio and video files seperately). Take a look to the left under "Edit" for more info.
You can d/load Womble under the "Tools" link.
