how do i lower the volume of the second audio track in premiere so their is a background song playing and a guy speaking

See the little red line running through the audio timeline? Click on it and it will create a little red square. Now you can raise or lower this line and it sets the max level the volume can reach. So if you wanted to lower the entire volume of that second track, click once at the very beginning and once at the very end. Then just move the line down until the volume is where you'd like it.
This is very good for adding commentary to movie tracks. You just leave the main audio at full until you reach a point where a comment is made, then you lower the audio during just this part while the author/director speaks, then you return it to full. This is pretty much how they do it on all commercial DVDs.
