I want to capture some home videos and burn then on VCD or SVCD. The source is on VHS-C Tapes. Does it even make sence to use the SVCD format to get better quality? I mean my source isn't SVCD quality and I wont improve quality by creating SVCD's, right?
Which setting would you recommonds for capturing (VDub) and converting (TMPGEnc). Goal is to get best possible quality to watch on TV (not on the computer).

It depends on the quality of your capture card.
If your capture card does a good job then there is less chance of the quality being worse than the original if you use SVCD format.
You need to do a few tests and check out the results.
You didn't say whether you are playing back to the
TV through the computer or making a CD to playing a DVD
