No DVD-ROM can't rip DVDs.
As for menus two choices. For a simple/basic menu you can use Nero (although some people, myself included have problems doing this).
I would recommend trying TSCV (www.ttool.org) you'll need to d/load the newest ver of the program, VCDImager, and the CDI files if you want to make VCDs (you can copy the CDI dir from Nero to your TSCV folder).
Read the guides and play around some and the program is "fairly" easy to use. -
I think Vejita meant that CD-ROM drives can rip DVDs.
As for the menu screens, you will have to rip more than just the main movie. If you use SmartRipper (or any other ripper), rip in file mode and rip all the other vob files. I my experience, for the majority of DVDs, all the menu screens and animations will be contained in VTS_01_0.VOB.
You can then use FlaskMPEG or DVD2AVI to convert the VOB. I would suggest you convert that VOB to a full frame AVI using a lossless AVI codec (e.g., HuffyUV). With the AVI, you can do some editing and then encode to create animated menus, or use VirtualDub to copy individual frames for still menus.
