    Basically i wish to put 2 dvds onto one disc and have chapters for each disc on the menu page. I only have nero 7.

    can anyone please show me how I can do this. The nero manuals are not helpful.

    Get yourself a few more tools.

    Either way, unless your burning to DL media, the dual title output from nero will look like rubbish considering the bitrate required ... then there's the audio bitrate question.

    Pgcdemux = for demuxing titles
    Besweet = convert audio to ac3, 96kbit (don't go lower than 64), this will give more space for video
    Dvdauthorgui can do all you need in getting both titles together, and basic menu inclusions
    Dvdshrink = to make it fit media (4.3max for SL)
    Imgburn = + verbatim DL if considering project will require DL media, and correct layer break.

    beyond this, there's re-encoding to lower resolutions supported by dvd standards.

    All of the software in Bjs' list is freeware, so you have nothing to lose. As a shorter option (skipping the demuxing and reauthoring steps), you can build two dvds into one by simply using the reauthor function in DVDShrink. Try TitleWriter to make your menu. (I can't vouch for TitleWriter, but I think others have successfully made menus that way.) After DVDShrink builds the new VIDEO_TS folder, you should burn the disc with ImgBurn. Like Bjs said, consider double layer media.
