I produced a DVD in the US, using DVD Complete. I used NTSC settings, but my burning software said that it worked for all regions.
My DVD was sent to England no one can watch it. One person can get the main menu, but nothing further.
Do you think this is a NTSC/PAL problem or a compatability problem?

NTSC vs PAL problem. DVDRs should be region free (esp if you enabled all regions). You said that you can play the disc right? So it's not authored incorrectly. Try to find someone in England with a NTSC DVD player and TV (most new DVD players and TV allow you to choose which format you want to play, in fact you might be able to do it with your home setup).

I believe that all conumer DVD Authoring softwares do not restrict region code, so I would assume that it must be NTSC/PAL issue. But in Europe most of the players should handle NTSC discs. Get some more info about their DVD player.....

It could also simply be a DVD-r compatibility issue. We all know that not all DVD players handle recordable DVD media, so you may just be unlucky with the people you sent it to, the format you are using and the player they have.
