TSCV can do this. You can find the program at http://www.ttool.org, read the guides for more info. I've made a xSVCD with:
Intro MPEG
Main menu (still)
Motion Menu w/ 9 chapters. Hit that # on your remote and and go that that chapter/time point of the movie
etc. etc.
The thing is TSCV still in the beta stages, so you might end up playing with some of the settings to get everything to work. Of note, is that a lot of people can't get the chapter/media player to display their MPEG. I've used VFAPI to work around this. -
Looks like the Download server is down , says file not found
so I guess I try again later but thanks for your help

Yeah, the server goes up and down a lot for some reason. Just try back latter, it's really a pretty good program

TSCV is just a GUI frontend to VCDImager. VCDImager is where all the action is. For an indication of what is achievable on the VCD standard and with VCDImager, there is a demo VCD available from the VCDImager website.
Although TSCV is easier to use, it is also not as flexible as creating menus manually by editing the XML file. For a guide on how the XML system works with VCDImager, there is an article here: http://www.geocities.com/medinotes/vcd/general_xml_structure.html

Ok I printed that out looks like I'll need to read it a few times to get the full understanding of what that is all about. So Manual Editing of the XML file could produce Better Menu's and so forth if this is the case would I even need VCDimager and TSCV ? or what or am I missing something here
Thanks

VCDImager is the base program.
This is the program that will produce disc images of your authored VCDs in CUE/BIN format so that you can burn them onto physical media.
The XML system was introduced with the v0.7.x branch of VCDImager. Thus, you will always NEED VCDImager if you want to author VCDs in this manner.
TSCV is one (of several) GUI frontends to VCDImager and is probably the best available. It works (I think), by doing the XML authoring for you, and then calls up the VCDImager programs when creating the actually CUE/BIN images. There are limitations with what you can do with this proggy.
