  1. Is it possible to burn VCDs or SVCDs to CD-RWs and re-write different ones at a later time?

Yes - in fact, many stand alone players wont play CD-R, but will play CD-RW. The procedure for creating CD-RW (S)VCD is identical to CD-R (S)VCD.

  3. I don't have much experience with CD-RWs.. Only CDRW I've used was the one that came with my drive. Do I still have to go through the process of formatting the disc first? Which software should I use? I don't want it to close the disc.. I want to be able to copy over it later with something different. Also, will it work with CUE/BIN format?

You have to erase the disc between each movie you write to it, but that's all. All CD writing software I've seen has an option for this - a process of about 1 minute.
You should close it, but that doesn't mean you can't erase it later on, just that you can't add stuff to it later on.
CUE/BIN will work fine, provided your writing software supports it.
In short, there's no difference in the process between CD-R and CD-RW, with the exeption that the CD-RW must be erased before you burn it.

  6. if your disks are anything like mine though, you might notice that as you keep re-recording them the picture becomes more and more stutery and tends to lock up, especially at the begining.
