I want to experiment on making VCD's. Where can I find a free or very cheap program that can make VCD's and is a good program?
Anyone know? I have Windows XP.

www.vcdhelp.com would be a great place to start ... great guides there over in the left hand side

Which is the best FREE Mpeg Editor? Where I can cut/edit certain portions of MPEG's etc....

MPEG is not a very editable format. If you want some simple cutting and joining, you can just use TMPGEnc.
