under the quantize matrix tab special setting, should "output yuv data as basic ycbcr not ccir601" be checked or unchecked? i think i understand what ycbcr is, but not ccir601 therefore i don't know what to pick. many guides say one thing and many say another about that. atleast a good definition of ccir601 would be appreciated.

As I understand it, this has to do with the fact that on PCs 0 is black and 255 is white, while on TVs the numbers are 16 and 235 if I remember correctly, this is part of the CCIR 601 norm. So if you want to play the result primarily on the computer, use basic YCbCr (otherwise it might look slightly dim-ish), while if it is intended for TV it is better to pick CCIR601 (otherwise stuff that is supposed to be off-white might come out as pure white, and very dark colors might change to complete black.)
Generally CCIR 601 is the safer bet unless you're sure you won't play the result on a TV set.--
