2-pass VBR or CBR?

Hello Folks,
I want to convert my DV files to mpeg2 via TMPGEnc. I will make DVD's.
What will provide better picture quality: 2-pass VBR (min. 4000, avg. 6000, max. 8000), or CBR 8000bps?
All other parameters are set for maximum quality.
File size and encoding time don't matter...

Not necessarily, though if this is home movie footage it is notoriously difficult for mpeg-encoders to handle well due to camera shake. Therefore a high bitrate is generally required. VBR will let you get more video onto a DVD though I would reccomend an avg bitrate of 5500 or 6000 if it is handheld camera footage. 4000 should be fine if you used a tripod to shoot it tho.

Thanks for the insight regarding home video vs tripod (or re-encoding) - I will definitely keep this in mind the next time I'm authoring some home videos.
