  1. I have downloaded this MPG video file and I know want to burn it as a VCD. Do I need to convert the MPG file to something else before I burn the file as a VCD?

    If it is recorded at the proper video bitrate (1150 kbits/sec), resolution (352 X 240 NTSC, 352 X 288 PAL) and frame rate (29.97fps NTSC, 25fps PAL) then no.

    If it's not encoded correctly you should try using the MPEG tools in TMPGEnc before re encoding everything.

    OPEN TMPGEnc
    File>>MPEG Tools
    on the SImple Multiplex set the video and audio inputs as your MPEG file
    on the TYPE select MPEG-1 - VCD
    and then press RUN

    this is what i use with SVCDs to b able to play them on my non-SVCD playing DVD player and it works...i think it should work for u ... i have no idea if it works on VCD players
