SRT to SUP for dvd not handling foreign language letters

Have a mostly English srt file which I'm trying to mux with dvd with Muxman (which only accepts sup or sst subtitle formats). I usually convert srt to sup with Txt2Sup, but it's substituting an accented "A" (aka A-circumflex) for foreign language letters, and before the symbol for the British Pound. Saving the srt file with encoding as UTF-8 (and a copy as UTF-8 with BOM) doesn't help. Also tried easySup and Subtitlecreator with same result.
I'm not sure how to create an sst file, nor if it would produce better results.
I can type in plain text for the foreign language letters, but would be nice to keep the pound symbol without the A, if anyone knows how.

I forgot to include Subtitle Edit. The only "sup" export is "blu-ray sup" and Muxman won't allow it, which is too bad because the "sup" does show foreign language correctly. Years ago I tried loading the bluray sup into another program to convert it to a "sup" that muxman would use, but the quality was terrible. There's no "sst" export, so I downloaded a newer version of Subtitle Edit, but didn't see anything new.

Take the bluray sup that is generated and resize etc with bdsup2sub. I usually export on 1080p and downscale with it to. 720/480/etc vobsub output. If the resulting ifo has wrong colors dvdsubedit can fix it without remuxing. Lots of programs I know but I've yet to find a one stop shop for it all. In linux I mux all I want into a mkv. Use dvdstyler to author (vobsub won't show but it does pass them) the dvdsubedit to treat the colors. Try different resize algorithms in bdsup2sub as each have a unique feel. Also play with the low and high threshold to posturize more.

I used "Ntsc 720x480" for blu-ray sup settings so I don't know if resizing is necessary, but I'd be concerned that running it thru another program would worsen the quality. Hard to believe this hasn't come up in the past or wasn't addressed in a simpler way. Txt2Sup doesn't recognize UTF-8, but is suppose to recognize UTF-8 BOM so I was hoping that meant it would display foreign text correctly (but it doesn't).
On a slight tangent, I had the same foreign word problem after muxing an srt with MKV files using MkvmergeGUI. When highlighting the srt file and looking at options, there's a "charset" box, and changing the default to "utf-8" fixed the display problem. Doesn't help with my dvd, but I thought it was interesting.

Even without the resize it would dither the bluray subs which have many colors available to 4 colors when vobsub is picked. Yes code pages and srt are a pain so now and days I make a vobsub for my master in hi res and resize/reposition as needed. Quality loss I'm sure can happen but haven't noticed any as it is a uncompressed format, essentially 4 color bmp image with a index saying when to display.

Sounds like you go the extra mile with making decent subtitles. Since Muxman needs a "sup" I would export as Sup/Ifo, not Sub/Idx from Bdsuptosub (if that's what you mean when you say you export Vobsub). I always tweak the muxed dvd subtitles in Dvdsubedit. I prefer the basic, blocky looking subs I get with Txt2Sup over the subtitles I would get by running the blu-ray sup in Bdsuptosub (which might have been the program I tried years ago). But maybe I'm not choosing the best resize filter there.
