Can't Find Movie

I am looking for a Movie and I think it was in the Late 80"s or Early 90"s.

I can give you a detailed explanation of one scene.

These two girls are on the Beach and I think one girl is asking a Boy where her Surfboard is but I am not sure.

I do remember he wont tell her what she wants to know.

She then tells these other Boys that are with her to grab him.

Then the one Boy stick a Surfboard behind him and then ties him to the Surfboard.

Then the girl tells the other girl to open a Can of Dog Food and dump it in his Shorts.

Then she tell the girl to Mix It Up.

The girl looks at her and says I Am Not Doing That.

So now the other girl goes over and says Give Me That and grabs the Spatula from her then starts to Mix the Dog Food in the Boys Shorts.

Then the girl says Somebody Like It.

Then you see the Boys Shorts Bulge out in the Front.

Now the girls asks the Boy again and he still wont tell her.

So she walks a Dog over to the Boys Shorts and the Dog starts to Bark.

Then the Boy tells her what she wants to know.

I asked google but it is coming back with movies in 2000 and I do not think it is anything new.

I did go to Chat GPT but it gave nothing back to me.

Can anybody help?

I believe the scene is in Beach Blanket Bingo.
Actually a 60's movie

If you look on google it says Beach Blanket Bingo has a girl that is Tied to a Surfboard and left to Die.

This can not be it did you see this scene in it yourself?

I did another search on google and somehow it came back with this.

Blue Crush 2007 with Kate Bosworth.

It says she has 2. of her guy friends tie the Quarterback to a Surfboard.

She then asks him Where Is Her Sister?

When he wont tell her she puts Dog Food in his shorts then walks a Dog over to him.

I am going to have to see if this is it?

I realy thought it was in the 80's or 90's?
