I have seen dvd backup to svcd with cce and it looks great.
I have seen svcd's made from analog input using All in Wonder cards using TMPGENC and it looks ok.
I have not seen svcd made from Mini dv camcorders. Is the quality that of a dvd backup from these camcorders?
If not what do we need to do to get it to that point ???

It's all about the quaility of the source material. If you CCE at a highbit rate and multipass=2~4 you can get DVD like quaility SVCDs.
The problem with analog capture is you always lose some quaility and the starting material isn't always that good either. You can't make the final SVCD/cDVD look better than the source.
The great thing about digitial is there (should be) no loss in quaility from the source, just firewire transfer to your HD. So your SVCD/cDVD will (ok should) look as good as it's source material.
