Okay so I recaptured again but this time with TBC OFF on the JVC HR S7600 and to my surprise the vertical jumps have stopped. But picture quality is worse off.

Yes, as told in post #27 the time base correction of the lines of the frames is sometimes causing the vertical shift of the fields. You can try to disable the TBC inside the VCR and use the correction of the Panasonic (remember to never have both active).
Disabling the VCR's TBC is not really an option, because as you have experimentes the image quality is worse. In any case, with the TBC off, in the frames featuring the shift of the fields (when TBC is on) you should see some defects in your capture (that the TBC is compensating, sometimes introducing the shift). -
Okay I think I got it finally as best as possible. As suggested, I captured this time with the VCR TBC OFF and used the Panasonic for correction.

Here is my updateed Script as no longer need QTGMC. Also added LSFMOD as you suggested in earlier post's, it now improves picture alot more on this capture.

Sorry, I missed you reply. I did not ckeck the new capture in details, but if you see no shifted fields then it's fine.
You have some defect at frame 46 and 47, for istance. The cannot be replaced by interpolation because they are at a scene change, you can eventually replace them with a prevous/next frame. Same for frames 120 and 121.
About restoration processing, it really dependes on your taste. Just avoid over-denoising (SMDegrain is not needed if you use TemporalDegrain2) and over-sharpening. -
Your new capture still has glitches (appearing in pairs on the bottom/top of the frames, typically at scene changes), like frames 8,9, 46,47, 120,121, 129,130, 149,150, 192,193, 216,217, 255,256 etc.etc.
