I finished copying the files to my 2.5" external HDD. I ejected the HDD in Windows 10 but the enclosure case LED was on and then I went to pull the USB 3.0 cable but when the cable came out of the PC port my hand hit the side of the HDD case and the case moved slightly to the right of the table. Did this event cause damage to the HDD?

Probably not. But you can run a full file compare to verify there are no data errors. You can use FreeFileSync in "File content" mode (not "File time and Size" mode).

Of course, that only checks the files. if an unused portion of the disk was damaged it won't be able to tell you that. Windows' Chkdsk can perform a non-destructive surface scan. -
When ejecting the HDD in Windows 10, even if the case LED is on when pulling and disconnecting the USB 3.0 cable, is the millisecond interval of time for the mechanical arm to come out of the magnetic disk enough to not damage the HDD when the hand touches the HDD case?

Yes, the heads are parked when the drive is shut down. I don't know exactly when that happens relative to the LED being shut off.

When I ejected the HDD in Windows 10 the LED on the enclosure case remains on so I thought the HDD was not turned off and the arm was under the magnetic disks so then I pulled the usb3.0 cable and my hand hit the side of the case and the case moved a little to the right and I thought if this damages the HDD
