Without even needing to look at it, the answer is always "no". There's no magic to "enhance" like CSI type TV shows. This question has been asked at this site for at least the past 20 years, same answer, all the time. The only way to see better (for next time) is better camera resolution, with better glass (sharper resolve), and better light collection (both ISO and well-lit). If you can't see it now, then you won't later either.

EDIT: And I just looked at it.

Did you seriously think a video taken at night, in near-total blackness, where the person is just a brief small shadow on screen, had any chance of magically being cleared up for facial recognition?

Precisely. There's never a stupid question, only a stupid answer. "If you don't ask, the answer's always No!".

No, there are definitely stupid questions. Kids ask those all the time. But the difference is when adults ask them, because it always means they did zero research on their own. Kids don't yet know how to research, and schooling teaches that to them (hopefully).
