This is really weird. Passing through the DMR-ES15, these weird diagonal lines show up. Note that this doesn't happen with the raw video signal straight from the VCR, only from the DVD recorder. I need help please!

Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays!

Fix you capture process first. Use s-video cables throughout. Make sure your capture device is set up for s-video capture. Capture 720x480 at 29.97 fps. Make sure everything is properly grounded on the same circuit. If you have a cable TV cable connect to any of the devices disconnect it.

If you mean like a coaxial cable, I do not.
This is a really odd problem. Its been happening to me for awhile, but I just haven't noticed it
Could it be my capture device?
When I passthrough from the DMR-ES15 (or any DVD recorder), this happens. Standalone VCR this doesn't happen. -
If you can't get rid of it before capture AviSynth can get rid of most of it without too much damage:

That was a result of blurring with an edge mask to protect sharp edges. -

The ES15 seems to be in working order. -
If different DVD recorders showing the same issue on your capture device you would think so.
Just test different configurations to find what exactly introduces the problem.
Try digitizing only the DVD recorder source (a setup menu/non VHS recording) and see if the problem shows too?
Try the composite connection to see if the same pattern is still visible?
And your (S-VHS?) VCR is what model? -
I ordered a different capture device to replace it. The ATI TV Wonder 750. I will see if the issue persists.
I did that yes, I tried different options, video levels and more (On the DVD recorders I tried)
Setup menu also has the issue (Very noisy - Lines do not appear on screenshot, only video.):

Composite already tested, same issue.
My main VCR is nothing special (At all in the capturing world atleast). A JVC HR-S8007UM. I tried a standard Panasonic VCR/DVD recorder with the same issue.
Here is the secondary Panasonic VCR playing - Its compressed because I edited it, and uploaded it somewhere else. I do not have the original file, but most lines are still visible. (See 0731.mp4) -

I have tried that also.
In the Panasonic clip I had a short svideo cable before buying the JVC Branded ones. -
I just plugged in the VCR into my CRT TV. The problem is still there??
This is most definitely not my card or cables.
What do I do??
Edit: I also just tried the CRT with the built in VCR feature. It still happens. -

I will try and move locations throughout my house and see if that fixes the interference.
But what's weird to me is regular movie tapes do that too.
If all doesn't work with the ATI TV Wonder 750 and the location change, I will try jagabo's solution.

Ground loops? Power all devices (VCR, Recorder, PC) from the "same" wall outlet rather than powering them from here and there.

Your 10 meters long S-Video cables made me suspect that your equipments may be pretty scattered. -
Use decent power bar that's all, good quality cable, normal length (10 m can be to high capacitance load for source) - this should be enough to avoid most of problems.
