need to add --key for each key
or better, save all keys into txt file, rename as key.txt and run RE -M format=mp4 --key-text-file key.txt "https://mpd"

if your issue persist, use shaka to decrypt instead mp4decrypt
same --key-text-file key.txt but add also --use-shaka-packager
