For videos and images, do people prefer them when they are smooth or sharp? Which one of them has the higher quality?

I would prefer a natural, sharp image without artifacts (blocking, ringing,...).

Aggressive panning while shooting low frame rate and high shutter speed almost always looks awful. Motion blur is a thing. Bokeh is a thing. Artistic choice is a thing.
