yt-dlp error 403 from Vimeo

Greetings,

I have been trying to download a specific video from Vimeo (https://player.vimeo.com/video/800309060/) and I still get the pesky 403 error. Afaik, the video is supposed to be unlisted, but available. I am running the yt-dlp.exe from the same folder as the ffmpeg, ffplay, and ffprobe. I read through multiple guides and tutorial (including on the github) and still couldn't make it work. This is the final code I used after combining multiple ones:

I cannot, however, I am being told that other users have no trouble downloading it. Could it be regionally locked or something?

What do you mean "other users"? WHo told you that? Is it premium needed or geo-restricted? Do you think we know the answer? I don't think so.

The other users were fellow anons on a certain website.

After some troubleshooting I progressed from the "error 403" to "unsupported URL" by adding a "--referer" (+link). I fixed the unsupported URL after reading:
