what would happen if you converted an avi to mpeg but made he birate 2520?

It depends on what your source file is like. If it's a lower bitrate than 2520, than it will just take up extra space because you can't take a badly compressed movie and make it any better.
Try making a small 5 minute test segment and see what what it looks like for yourself. -
you would have a XVCD if your talking about mpeg1.
make sure your player supports nonstandard vcd's.
