I have 22 subtitle files, each with a lot of entries where the end time is earlier than the start time. For example

You'll get used to it.
The simplest fix would be to swap the start and end times for entry 28 and all other such backwards times. Is there software that can do that, instead of having to open the files in an editor and manually search for and fix them?

Then it would display for 2ms/1 frame. No one reads that fast.
From what I can see SubtitleEdit doesn't pick up negative duration lines as "short" so the fix common errors tool doesn't help. Maybe you can ask the author to fix that. -
It looks like you have other problems with that subtitle than just ending time before starting time.
If you look at those last before first subtitles, on your attached subtitle, you’ll see (on most of them) there isn’t much time between the subtitle before that problem subtitle and the subtitle after the problem subtitle.
Look at subtitle 27 & 62 as examples.
Subtitle 26 ends at .407 and subtitle 28 starts at .409.
Subtitle 61 ends at .917 and subtitle 63 starts at .919.
That’s only .002 spread, as shown when loaded into SubtitleEdit (-0.002).
Some of the subtitles show a -0.001 duration and those appear to have enough time before the previous and following subtitles to adjust the times. Even if you reversed the ending and the starting time there wouldn’t be enough time to read the subtitle on those with a -0.002 duration. -
What is your source, is it possible to get it from another source. Just imagine you have problems with a movie from a dvd, because the studio produced crap, but why bother with a bad DVD source, if the movie is already available in 4k without any errors or mistakes.

Could use fix short times after applying the (as yet doesn't exist) fix for backward times. I suggested to whomever runs subsyncer.com to add fixing this error, and they did. Any entry with end time before start time will have the times swapped.
