I have a PAL VHS tape with 50 year of old family sequences. I have aelier this year edited this material and produced PAL VHS tapes and PAL VCDs using a DC30 with Premiere. However some of the relatives need NTSC and to get better quality I want to make DVDs in NTSC (and PAL). In this context I am looking at new hardware & software.
My question is: what is the best way to get the video information converted from PAL to NTSC?
Not even new RT packages like Pinnacle Pro-ONE RTDV, Matrox RT.X100 or Canopus Storm2 seems to offer this facility. Using a bureau would leave me with an NTSC tape which my PAL VHS player can't play. Are hardware transcoders better than using software? I have found three conversion packages: Canopus ProCoder & DV Format Converter and Adobe After Effects.
Any recommendations?

Check out the SVCD Forum as many people have been discussing procoders PAL->NTSC conversions over there.
It's in theory easy enough to do in software.
