This is an old Test message from the UK Nuclear Attack Warning system, that I am including in a display. Can anything be done to perhaps improve it, Obviousley its a telephone message so it needs to retain the "tinny" effect, but can the clarity of the vocal message be improved somehow?

Poorly quantized and already noise-reduced to death … I would be inclined to re-create the voice bits with an actor and then apply a telephone filter to taste.
