    Same as above - you are the person constantly talking about money... i never asked anyone for money but i offered something exclusively based on your statements - seem you appreciate things you have been paid for more than received for free.
    I will help OP if he decide to go for what i've proposed as much as i can for free - i will help you for free too even being attacked personally - i believe that this is correct way doing things.

    First he need to have information - based on objective information he is able to take decision to pursue this or different solution - if making simple sync combiner (1 transistor with few resistors) + setting graphical mode to be compliant with SD CRT timing is too difficult for him he may ask some colleague for help - you don't know, i don't know - my goal is to provide objective as possible information so OP may start investigate approach - personally i would never assume in upfront that are people can't do simple circuits and it is to technical to put 8 - 10 numbers in proper cells to create solution of their problem.
    Hope it is clear - please allow people to choose - don't decide in upfront that they incapable to do some work if they are interested in some unique functionality.
    And yes it is not that easy like unpacking some box, connecting ready to use cable and confirm tick box on computer - but definitely this is possible.

    You are not offering a free solution either. The last time I checked, buying parts and tools to build electronic circuits and modify cables also costs money.

    You have an unhealthy obsession with the word "impossible", which I didn't use BTW. I guess the fine technical institution that trained you did not require any courses in probability and statistics. Otherwise, you might be aware that just because something is possible, doesn't mean it is likely to happen.

    So, your plan is to provide a few links that the originator of this thread will probably not understand, then leave this person to figure things out on his own. Well, that is more than you did for the last person who needed help with a similar problem, but probably not enough.

    Here is the information about building a cable. It includes some graphics card settings as well, although they are for XFree86, a non-Windows OS. http://www.nexusuk.org/projects/vga2scart/

    [Edit]Oh, and lets not forget that if the OP makes a serious mistake with the settings on his graphics card, he could fry his TV or damage the graphics card, according to some references I found on the subject.

    Here is advice from one of them: "Avoid driving either the TV or a PC monitor with signals that you know are outside of the device input specification. It's probably safer (and easier) to configure PowerStrip* remotely using VNC**. You then only need to connect the appropriate output device when you know it's safe to do so."

    *PowerStrip is Windows software (not freeware) that allows tweaking the output from some graphics cards, but has not been updated since 2012.

    **VNC (also not free) is remote access software, so a second PC is recommended to allow someone to see what he is doing while tweaking the settings. There may be free alternatives that would work.

    I'm not sure about what needs to be done to prevent possible damage to a laptop display. The Projector Only option (Windows 7) or the Second screen only option (Windows 8.x and probably Windows 10) might work.

    As anyone can see, I am just so stupid, lazy, and unwilling to learn that I made no effort to find out anything about what would be needed for this project before saying it is difficult for non-techies.

    Strange that pandy, who has done all of this, could not be bothered to post similar information when he suggested this approach, but found plenty of time to argue with me.

Shortly to avoid going personally (and avoid lame discussion) - if OP is interested then i expect questions (preferably inside thread so later it can be used by others) - it is possible (to connect VGA to SCART on old CRT TV) and my goal was to provide objective information - to avoid problems with signal parameters (risk of damaging CRT) - any LCD or PDP (or similar) display with SCART input can be used to verify timing (LCD and similar displays can't be damaged as they processing TV signal differently than CRT and they are robust against timing errors).

    Driver behavior depend on display capabilities - best way to create SD CRT signal is create fake display with EDID allowing to set proper parameters.
