It looks like dropped (missing) frames and low framerate, not really a "stabilization" issue
Do you have the original source? -
It looks ok to me (just simple inverse telecine). Probably you didn't process it correctly .
How did you make the mkv (what software, what procedure), and why did you upscale it ? -
Yes, the video is standard soft 3:2 pulldown. You just did the inverse telecine wrong. It should be 23.976 fps, not ~19 fps.
