changing Frame rate results in video stuttering

Ok so i had a video of FRAME RATE 29.900 and changed it to Frame rate of 23.976 as to playback on my device.

used megui and encoding settings.i always encode my videos but this was the first time i changed the Frame RATE..
but as a result the video stutters also on my laptop.. any way to fix this

the video is originally the higher frame rate.. i was just changing the frame rate to 23.976

If the video was supposed to be 29.97 fps changing it 23.976 fps will make it jerky because 1/5 of the frames will be missing. Of course, the problem could be something else. But unless you provide a sample nobody will be able to tell you what the frame rate should be.

Also, what "device" are you using that plays 23.976 but not 29.97?
