I have everything I need to burn a disc except BUP files.
(I can actually burn a disc by ignoring the need for BUP files but I want them, so I'm not seeking a workaround for missing BUP files.)
I want the actual BUP files. Backups of the IFO files THAT I HAVE.
So, I have all video ts files, vobs, ifos ..EXCEPT the BUPs
I do not want to make a new menu and am not asking how to burn the VOBs w/out IFO & BUP.
I specifically want to know if I can make a BUP from the IFOs I have.
I have tried renaming the extension and that does not work.

BUPs are IDENTICAL to IFOs that they back up. That's the point of them. On Disc, they are placed at the outermost end of disc whereas the IFOs are placed at the innermost (for fallback safety).
If you have valid IFOs, just COPY & rename them to BUP!

I have tried IFO edit & I don't see where it does that.
I can burn using IMGBurn. I really would like to have the files so I can torrent and share and also have a complete file set
I used a
doubles killer" program which was supposed to kill dupe files.
I have many same sources w diff names so I wanted to clean things up.
Unfortunately the doubles killer program is not discriminating and it zapped a ton of IFO & BUP files since they had the same names and were the same size
Looking to recreate the BUP files if possible
IKf anyone knows how to do this in IFO Edit, I'd appreciate it.

I use DoubleKiller also, it doesn't "Zap" them unless you tell it to indiscriminantly. Reset your settings so it won't do that: Check "Names are identical" AND "sizes are identical" and "CRC32 checksums are identical" (all 3) when dealing with DVD folders.

Yes, re doubles killer.
I did tell it to kill them, it was my first time using it & I assumed it ran some sort of MD5 or something to distinguish.
since I have the IFOs but not the BUPs I can only assume since they are the same it killed the BUPs
as far as renaming, I tried that and when trying to burn I get the message that the files fail compliance
As I said, I am able to burn a disc. I am just looking to make BUPs..the same files

Then you might have something else wrong with your disc, since as Cornucopia mentioned, BUP files are just RENAMED IFO files.
Hmmm actually do you have this ifo file? if it is missing this could be a cause of your problem:
VIDEO_TS.IFO
In that case you can use something like avs2dvd and it will see the ifo files you do have and rebuild your disc (though movie only) and if the files are truly compliant it will not re-encode anything
