Hello!
Are there any software and container format which support FPS (frame per second) change without re-encoding??

As part of MKVToolnix the mmg program allows you to set the FPS to whatever you want and the output goes into an MKV container. I have no idea what will happen when you try to play such a file, but it's easy for you to get that program and try it. It's free.

Lots of software will accommodate that on a global (whole file) scale, through adjusting the header.
Do you mean that, or with multiple changes WITHIN the file?
If the latter, there is MUCH more to lose (timing/synchronization problems) than their is to gain (bitrate economy) to gain by attempting that.

This was not a rebuttal. As I mentioned TS muxer can do PAL NTSC conversions, but there are no other choices.Originally Posted by racer-x

What fps and containers do you want to use ?
FFMpeg can do most of them
You can still use mkvtoolnix, but you need to use timecodes on your file. Other h.264/AVC files do not necessarily need to . Do you see the box that says "timecodes"? You need use a v1 or v2 timecodes sheet. That's a fact
Transport streams do not support "off" or non standard frame rates. So if you wanted something like 34.567, you should use mp4 or mkv container -
