Hello
Is it possible to convert mpeg1 or avi-files to mpeg2-files using the hardware mpeg2-coder of Hauppauge PVR?
Or do i have to use a software-solution(takes time anf eats cpu-power)?
Thanks

No, that is a capture card. In essence, you have already captured and now you need to encode. This card does not encode captured digital files, unless it is from a DV Camcorder.
You will have to use software solution. TMPGEnc, CCE, LSX, etc. Also, I dont recommend re-encoding MPEG-1 files to MPEG-2. Quality does not improve and end up only with a larger file size.
