Play with MPCHC, File->Load subtitle. Or Use VLC Media Player, Video->Subtitle track->Open File.

Or do you want to hardcode the subs in the video?

Try opening the .idx file in a text editor. It usually has the language name listed somewhere near the top of the file.

I dont know if this is right but all I could find in the idx file regarding language is this so I suppose its chinese yeah,

    # Language index in use
    langidx: 0

    # Chinese
    id: zh, index: 0
    # Decomment next line to activate alternative name in DirectVobSub / Windows Media Player 6.x
    # alt: Chinese

You either have English subs or you do not. The (presumably) DVD source may not have English subs. Or the person who ripped it did not rip English subs for you and only ripped Chinese subs. If there is no option to select them under VLC then you don't have them.
