How to edit audio

Hi guys!!! I have one movie in English and one in Russian(the same movie) and i want to merge the audio of one with over... The problem is that the time of audio is different and I want to edit one of them to sync it. I must not only cut it but i need also left 3 sec empty to sync it so pls don't tell me program that can only cut audio. My English is pure i hope you understand what I mean...

Try Reaper (not free but fully-functioning trialware) -

1) Insert / media item (load your 1st audio)
2) Do the same for 2nd audio
3) Click & drag so the start of the 2 audio tracks align (you can zoom in with "+" key)
4) If necessary, ALT-click to drag end of audio to stretch it to same duration as the other
