always getting green blocks in vcd and svcd release, any idea why?

if you need further information to help me with that ask and i'll say them, all my movies are 90% green blocks and the sound is glitching and the file ain't corrupted

Try to figure out exactly what stage in the process it is going wrong.
1) If these are CD's someone else made, do they play on another machine?
2) If you made these CD's are you able to play the mpgs on your computer before you burn the CD's?
3) If the mpgs play before you burn the CD, what program are you using to burn and what settings? -
all the vcd and svcd movie release you can find on the net (before and after burning) don't work and I assume they play well on other computer or else they wouldn't release these anymore
