I used to have a program that could shift audio really fast. i forgot how it was called.
so i need to shift the whole audio track to the end by just a fraction of a second. What software do you use?

What format is the audio and video ?
AVI Demux can do this without re-encoding for many formats. Virtualdubmod can also be used, although for less formats. For DVD it is a little more complicated, but can be done.Read my blog here.

yes in real-time.
and the program was only capable of shifting audio. nothing more nothing less. im look for a name
not quite sure if this worked for dvd aswell. -
I am not exactly sure what you are trying to do, but here goes;
Media Player Classic, Media Player Classic HC and The KM Player can all add delays while playing back videos, in real-time.
Sync View can be used to shift or stretch audio to match video. A bit buggy, but might be useful.
Hypercube Time Stretcher does something similar but with a different approach. read the comments before using.
I don't believe, however, that any of these are the one you mean. I seem to remember a tool that did what you are asking, but I cannot recall the name of it, and I cannot see anything listed in the Tools database that fits the bill.Read my blog here.
