    I am looking for a good AVI splitter and joiner that can set the video frame size/video bitrate/audio bitrate. I have found few but those are not allow to set those feature.

    Changing those properties requires re-encoding

    Joining can only be done on similar spec videos (same dimension, fps, audio etc...)

    You can try virtualdub or avidemux
