Mencoder Question

I'm trying to cut parts of an Avi file using mencoder but the problem is that it always seeks to the next key frame to what I specify as starting cutting point and move the ending point too accordingly. I thought this onlu happens - and that makes sense - with -ovc copy -oac copy but found out that it also happens when I re-encode the vide (like -ovc lavc)

Is there anyway to get a frame accuracy with mencoder?
here is an example of my command:

c:\mencoder.exe input.avi" -o output.avi -ss 00:01:02.952 -endpos 3.473 -oac mp3lame -ovc lavc

No one is using mencoder/mplayer ?
