Can ImgBurn be used to make an image of a hard drive? When I open the program, it wants to copy from my DVD drive.

Yes, it can make an image of a hard drives contents.

No, if this relates to bootable os hard drive images
For the second you need to use a product designed to make such backups. The one I use is drive image by paragon, but others seem to prefer acronis.
As for the "it wants to copy from my DVD drive", sounds like you fired it up with its settings stuck on Mode > Build, and the last known drive used was that dvd drive ... change settings and you shouldn't be pestered about it
