If you have a better/newer drive, would the quality improve when you copy a DVD to your hard drive using a progam like DVDfab Platinum? Is the quality the same regardless of the drive when you're copying to your hard drive? Quality is only determined when you burn a DVD...

No on all accounts. Neither reading nor writing affects video quality. Unless you count a failed burn as "low quality".
