Inserting Photo into Video

Is there a program I can use to overlay a photo (of someones face), over someones face in a video clip ???

I know it could be done by breaking down the clip into individual frames andediting each frame, but that would be an extremely tedious task for a clip that ran a couple minutes.

Most mid-high level editors can do it, as can effects systems and compositors. You still have to track frame to frame, depending on how much movement there is. Effects systems and compositors such as After Effects/Combustion/Fusion etc have built in trackers, so you can identify an object and get the software to follow it automatically. This is beyond an editors abilities, so this must be done manually.

You might also be able to to do it with WAX2 or ZS4. Both are free compositing programs.
