Hi,
I tried Xmuxer pro, but it does not allow adding a raw binary file (neither video nor audio).
Is there a software tool or library, which allows to make MPEG/ATSC transport file
with a data stream muxed in it?

	What are you trying to add? Something like closed captions? I know only that the way ATSC handles closed captions is very different from current analog broadcasts. If this is really a closed captioning question, you might try to find a forum on closed captions or maybe even the Subtitles forum here (it kind of fits) if you don't get any useful responses in the Digital TV forum here. 
 I don't know of any mux tool that can do what you want, but I just wanted to point out that maybe you would have better luck elsewhere if your question is really about closed captions in ATSC.

 No, I don't even know what these closed captions are.
 
 I need to add a binary stream completely unrelated to the video/audio content
 according to ATSC A/92 standart.
